I'd leave and start my own troop (happened before).
What does the SPL think of the committee. Dose he think they project the
image of scouting. Does he think they are acting the in the sprint of
scouting? Have him share his views with the committee. Then ask the
committee members who refuse to change. How they expect the boys of the
troop to turn in to the leaders of tomorrow, it the troop committee will not
follow the rules of the BSA (sounds cheesy but it may work). Ask them who
gave them the right to not follow the guidelines that thousands of other
troops in this country follow. Who died and made them king. Remember the SM
runs the troop, not the CC. Convince him first. the rest will fall in line.
Get the backing of your COUNCIL and other parents.
