By recognizing that there is a *difference* between a Stetson and a
mitre, between a baseball cap and a yarmulke (sorry, can't spell it).
That difference requires the object being treated differently.
If the head cover is (A) part of an official uniform and being worn with
that official uniform or (B) religiously required the rules are simply
different, just as the rules are different for eating fried chicken in
your backyard or at grandma's Sunday table.
