Required to attend COH

A friend of mine from out of state wrote me with an astounding
situation. I asked him if I could post it to Scouts-L. He said Yes!!!
So here it is:

You can't _make_ this stuff up!
I told him that this Troop is ADDING to the requirements by REQUIRING
him to be at a Court of Honor to receive his rank. Can't do that. I
think the SM should just toss out the cover letter and submit the
Troopmaster printout as his record. This kid is a Life Scout and should
be treated as such. He's even had BOR's for all his ranks! Didn't
someone _ask_ him why he wasn't at the last Court of Honor during his
