Whatever happened to timely recognition?
The way you're doing it sounds like a Scout could finish all requirements
for a rank a couple of days after the fall BOR, but not be able to pin on
the new rank until the following Spring. Unless I read your post wrong,
this seems pretty unfair. We try to hold BORs at least quarterly, and will
do it more frequently if needed. I suggest you talk to your Scouts to see
how they feel about the situation.
