I am curious as to whether this is the practice because the District or
Council does not put the information on a database. Our District (and
Council) does not collect the blue cards, it is the responsibility of
the Troop to keep them (I believe it says that on the card). Our
Council keeps all advancement paperwork and uses a database (BSA
supplied). I annually get an advancement report for our Troop and
"audit" it for accuracy.
