I strongly believe that if a new MB, uniform part,policy, etc has
been finalized enough to be presented by pros at PTC (or other public
forums), it should be made known to Council staff. In my experience
this seldom happens. The results are obvious to Scouts-L: Lots of
unconfirmable discussion about what's actually happening.
Creating a group of information "haves" and "have nots" (often
defined as 'those that can attend PTC in a given year')can only
breed more confusion on the part of volunteers and resentment on
the part of the un-enlightened professional staff just trying to
do their jobs well.
