Gee, that's a tough one. Sounds like you have a troop hierarchy who has
a focus on badge collecting for their sons, and not on scouting.
Unfortunately, this situation is not uncommon, I've found. I think
you've got to discuss the matter with your Unit Commissioner first. I
know, a lot of them aren't very helpful. If that doesn't work, take the
next step up the comissioner chain to the ADC. If you know your DE (you
probably do) talk to him. Talk to the COR and the IH.
If none of these work (and I've personally seen a similar situation where
they did not), you really have only two recourses left--settle down and
deal with it, or leave and find another unit.
Believe me, with your training and experience, your departure would be a
seirous blow to the troop. Find another unit to affiliate with, and bust
your tail to make it so good no one will even consider joining the other
one. And, you might find that some of the scouts in the unit in question
will decide to leave, and follow you.
The whole key is program, I think. As Cliff Golden noted in another post
today, "build it and they will come."
