St. George Award vs. Bronze Pelican Award

The last thread about the religious knots and medals was quite
informative. As was pointed out, the Insignia Guide basically said it
all. I do have a question specifically about the Catholic faith's St
George award and Bronze Pelican award.
My wife is working on her religious award by serving as our parish's Cub
Scout Religious Education Coordinator. She is trying to get Catholic
Cub Scouts from ALL packs in our parish to earn either the Light of
Christ or Parvuli Dei Awards and is in her second year of doing so.
Previous to her commitment, only the Catholic packs participated! :-( It
seemed pretty clear cut... work in that position for two years and voila
she gets the adult religious knot.
She had heard rumors of people working many many years in a similar
position and never being "nominated" to receive the award. Now, it
seems, there are actually two (or more?) awards, the St. George Award
and Bronze Pelican Award. As she understands it, the St. George Award
is for archdiocese scouting service and the Bronze Pelican is for parish
scouting service. She does not know the EXACT requirements for these
awards. Can you shed some light on this subject? Reference to
documentation / guidelines would be appreciated!
