Paraprofessionals, contract employees, "borrowed executives" from businesses
and other part-timers were excepted as well.

Then I've run across three professionals now that have received their Silver
Beaver incorrectly. All of them received the Silver Beaver SINCE becoming
professionals (not a case whereby they were volunteers, earned the Silver
Beaver, and then entered the profession). My understanding is that if a
local Council felt strongly enough to nominate a field professional (a
District Executive, District Director, Exploring Executive, or their
associates), and if National "blessed it" (looking at the professionals
career performance, volunteer service while a professional, and volunteer
service outside of the BSA, just like volunteers), they too would be able to
receive the Silver Beaver. I have not found anything with the current BSA's
Rules and Regulations which states this; and there are two memos which have
been sent out to Regions and to local Councils that explains this (one was
written in 1989; the other was written in 1993, which is how it came it my
attention in the first off-start) that I don't have copies of.
But then, I got a personal note from a Regional staff member in Saturday's
mail that stated:
"FYI Professionals may not be considered for the "Silver" awards
until after 5 years from their retirement or resignation. This is
written on the applications."

Bob, ask your SE to please check his Operations Updates back in August or
September 1989 and/or the spring (can't narrow down the date; Greg let me
see several of them and "take notes, because you're not supposed to have
them" and I remember writing it down...but if you were to shoot me if I had
the wrong date, you'd had to shoot me!) of 1993.
I would like to know....I met two of the Silver Beaver professionals at
Philmont, and it can satisfy my own curiousity.....
