No, he may NOT.
Remember, just because the Eagle application was approved at the LOCAL
COUNCIL level, doesn't mean that once it arrives at National and goes
through the process leading to confirmation by the National Court of Honor,
that it'll be approved.
A professional working in the Program Group has told me back in August that
they are working on 96 percent acceptance of Eagle applications at the
National Court of Honor level. Many of those that get rejected do so for
technical reasons, with very few being rejected for content reasons.
Don't give him an Eagle Scout Badge until *his* comes back from the National
Office through your Council Office. If you do, and for some reason, the
Eagle gets held up at National (or worse, comes back to the Council for
clarification!!), you've just embarrassed the kid and his parents and the
Troop and you may never GET another Eagle Scout!
(this is, by the way, the reason why National tells local Councils NOT to
release names or groups of names that have been recommended for the Silver
Beaver or Antelope or the Distinguished Eagle Scout Award....those awards
also go before the National Court of Honor for confirmation).
