Cub Scout Belt Loops

Last night at our packs' committee meeting the subject of restricting
belt loops came up. The cubs are awarded some of these loops over and
over. The advancement chairman was concerned about the cost to the pack
for handing out repetitive awards. I pointed out that some of these
loops were requirements for advancement awards. For example, the Webelos
Activity pin "Sportsman" requires earning one team sport beltloop and
one individual sport beltloop while a Webelos. Is there a reason other
than monetary that we should restrict Cubs from earning a beltloop more
than once? And if so, is it a National, Council, District or Packs'
decision to do so?
Please I would like some information to take to the Committee Chairman.
Personaly, I don't think we should restrict these. But, that we should
continue to use them to encourage the Cubs and Webelos to participate in
Eagle '67 Vigil '69
