To my knowledge there isn't an age requirement saying how old you must be.
We were always told (the patrol I moved up from webelos to scouts with)
that we could earn it whenever we wanted as long as it was before 18.
However, for most of the requirements you must serve in a leadership
position for 4-6 months.

Tenderfoot-30 days for fitness test
Second Class-long enough to do 5 troop/patrol activities
First Class-long enough to do 5 more (total of 10)
Star-4 months active (req. 1) and in a troop position (req. 5)
Life-6 months active (req. 1) and in a troop position (req. 5)
Eagle-6 months active (req. 1) and in a troop position (req.4)
now saying they joined when they were 11, they would have to be at-least
12.5 (twelve and a half) to earn eagle, but not many scouts are THAT active
that they earn life that fast (I know my scoutmaster would never let us do
that if we wanted).
well, now that I''ve said that (and made a shamefull number of
typo's......) I'll be quiet.
