Your idea for mentoring might help bridge the gap between the younger and
the older scouts but I'm not so sure a little gap isn't appropriate. I
remember the days when I was an 11-yar-old Scout aspiring to be one of the
older guys (back then they were the ones with dark green shirts, now days
they would be the venture crews). Some of these older guys served as
mentors for me but it was never formally a policy.
We had some 14-year-old Explorers participating in our troop meetings
but mostly it was 11-13-year-old scouts. We shared a lot of common
interests. The Explorers met separately from the troop and planned their
own activities. Those who had achieved first class sometimes met separately
during the troop meeting to work on our troop's monthly outing.
