Are they claiming it should not count at all or that EACH time they met
should be counted? I happen to agree with the "Swimming MB" is ONE
activity approach, but certainly feel that if they are doing this as a
patrol it should be counted as an activity. Frankly, I don't think we
have EVER had a situation where the activity requirement was the LAST
requirement that a Scout fulfilled for either Second Class or First Class.
Therefore, we don't even TALK about it with the Scout until he has
completed everything else for the rank because, by that time, whether a
particular activity is counted or not is probably irrelevant.
