Yes, you need another adult sitting in the area for YP purposes, but not
taking an active role.
"Twin Arrows", a week long JLT session covering the 11 skills of leadership
is a follow-on to the troop JLT process. Troop JLT is the most important
part. Have you done Part I (Introduction to Leadership) where you explain
to each leader what his job entails and what the expectations are? That
needs to be done first. Troop JLT Part II (the day with the video and games
and reflections) is just a taste of critical leadership skills and to get
your youth leaders functioning as a team. The first time - do it by the
book - it works.
