The first thing I would suggest is to set the proper example and do the
right thing. (Wear the uniform, get the training, attend Roundtable.)
This, of course, presumes upon your being at least an Assistant
Scoutmaster in the unit. This also may entail your eventually being
prepared to accept the mantle of Scoutmaster or Troop Committee chair as
you apparently are the only one there with a clue. Once in either of
those positions, it'll be a lot easier to encourage adequate
participation by adult leadership in the REAL Scouting program.... not
that make-believe one they're running.
As for the merit badge thing, I may be wrong, but I think that's not
kosher at all. It may possibly cause problems for the Scouts come Eagle
time when Council reviews the files on each boy. The suggestion here
would be to contact District and get a list of approved and registered
counselors and use THOSE resources. Make a big deal of it so's you
impress the so-called adult "leadership" with the importance of such a
Is this outfit "Boy-run"? If so, why note enlist the aid of the Scout
leadership and have THEM ask for changes in the attitude and commitment
of the adults. Hopefully they have seen examples of more effective
programs on camporees or other multi-unit outings.
Note that one suggested option is NOT to simply find another unit. That
should always be a last resort in these instances. Someone like yourself
may be the only hope for the boys of the wayward group (rhymes with
Troop but isn't the same) to benefit from a well run program. Sometimes
it's too easy to bail out on those guys instead of sticking around and
seeing it through.
(Easy for ME to say, our Troop is well run!)
Hang in there.
