Camp inside in a facility like an military armory, a large gym, or something
like this AWAY from the facility but within the county.
I can't solve the axe/knife thing....if you use plastic ones, there's still
that possibility of someone injuring another through poking or cutting (and
yes, one can get cut with one of those plastic knives!)
Cooking can be done over the stove, hiking can be done in the community, and
first aid can be supportive and provide your clients/Scouts with additional
