Yes membership can be refused or a current leader can be removed.
The Chartering Organization either the Head or the COR, if authority
has been delegated, has the authority to restrict adults based upon =
many reasons. Ideally the Chartering Organization has the right to use
the scouting program the way it sees fit to have its youth program. =
Again the IH (Organizational Head) can delegate this authority to =
whomever they feel will serve their organization's youth program the =
best by overseeing the quality of the leadership, the authority still =
rests with the IH.
The reason, in your case, seems clear via the reference check =
that the Chartering Organization can make on the old unit's =
difficulties promoting and having a quality youth program.
Go to Council and get the Unit Commissioner's Guide to Field Service.
It has a section on removing a leader that seems to pertain to your =
situation. Basically a leader that doesn't get along with others
hardly an iota.
Ideally, and politely a meeting should be held 2 or 3 on one to lay =
out the reasons for exclusion and for possible re-inclusion. These =
types of meetings are difficult and certainly not a place for the =
meek. Don't feel bad, difficult people, difficult life situations =
are all part of life and should be dealt with as quickly, and as
kindly as possible. To wait does much more damage to all.
Beyond the Chartering Organization a leader can be removed by the =
Scout Council. This is done for significant documented behaviors
that are contrary to youth leadership and youth protection in =
the given community. Usually documentation has to come from other
leaders in the troop in order for the Scout Council and CE to make
this type of a decision.
If I remember correctly you have built a heck of a troop of young men
and are attempting to pass the baton in the midst of this turmoil.
