Yep. The buck stops with the Council Scout Executive. You might want to
let him know that "I'm coming to you because you're the supervisor and coach
of (insert name of District Executive, Field Director, employee, etc)."
However, in both of your cases, I'm pretty sure that those Scout Executives
were relatively new and therefore not ready to "rock the boat" for something
that could be resolved by a face-to-face with the District professional or
other professional *before it reaches him*.
Actually, the "boss" of the Council is that Council's President, assisted by
the Council Scout Executive that works on a daily basis to support the
President, all of the Vice Presidents, the Treasurer, the Commissioner and
other key officers. While he or she may delegate that responsibility down
to his or her subordinates, it is the Council Presidents' role to "run the
Council" with the Scout Exec providing the "daily management" of the Council.
