Peter, We had the same issue come up this past summer. The Webelos Den
was not active yet one Scout met all the requiremements except tenure in
the DEN. I did go back and read the requirement and it does say "in the
den". Dues etc as examples. The DL felt the Scout had not met tenure.
Unfortunately, the Scout inquestion has a mom on Roundtable staff and he'd
been everywhere with her all summer. I believe she was given some
"advice" from District level friends that it would count. The DL didn't
see it that way. I believe the CC stepped in and allowed that the Badge
not be awarded in September and part of the out was that with all the
summer camp awards, there would not be time for a fancy ceremony. And Mom
wants a fancy ceremony. But the DL was Told that if he was not going to
allow the award to be given in October, the DL needed to tell the Mom NOW.
The buck fell back with the den leader.
I got around the tenure because the den was active all summer.
The new boys from the SEpt. recrutiment however, can't make tenure until
December by my count. Hope that helps.
