I can't quote BSA policy, but I offer the following thoughts. In Canada,
a Patrol can go short-term camping on their own (i.e. no adults) if they
have parental permission and the OK from their (adult) Patrol
Counsellor. However, if an adult is going with them, it is better to
have 2 adults.
In the situation the committee member is describing, is he saying they
can go hiking with no adults (which would be ok in Canada, if properly
planned), or with just one?
