Refusing Adult Membership

You may remember my asking for advice regarding 'Taking a folded
Troop's boys' and my worries concerning their adult leadership.
Here's the current status, and boy is it getting ugly...
There are two adult leaders from the folded Troop who want to join our
Troop, they are continuing to argue and fight, putting me in the
middle. We had a committee meeting last night to discuss it and one of
those adults showed up unexpectedly, making it uncomfortable to talk
about. Hence, not much was said on how to handle the problem.
Our boys have heard bits and pieces from what went on in the folded
Troop, I'm trying my best to shield them from the internal struggles
within the adult committee. I have boys that are worried that this will
happen to our Troop, I have boys that are afraid of both of the

that we refuse membership for both of these adults until it is
determined that we will not have any more problems from them.
Has anyone ever done this before? Can we refuse membership with out
sufficient reason? Any suggestions?
