There's no reason why these two awards have to be received in any order.
I know a scouter who received his D.A.M. after his Silver Beaver,
although as you point out, this is not the usual progression of things.
I have been on several committees to select D.A.M. recipients, and there
is no mention in the requirements of any relationship to Silver Beaver
status. (I don't have the criteria here, so I can't quote them.)
