Unless policies have changed very recently, any one can receive both awards
at any time. Just because you have the Silver Beaver, does not mean you can
not receive the Dist Award of Merit. They are two different awards. Hope

Is there any reason why someone who has the Silver Beaver award can not
receive the District Award of Merit?
Prior to my tenure in Scouting, a veteran Scouter in our district received
the Silver Beaver. At that same time, our local District Executive changed
and so did several volunteers involved with the District Award of Merit.
Consequently, the Silver Beaver was passed over for the District Award of
This has become a real issue for the Silver Beaver. He remains involved
locally with both his Pack and Troop and has become very active with my day
camp, Pow Wow, & roundtables over the last two years.
When I mentioned his name for the D.A.Merit, the current committee chairman
told me that he can't get it because he is already a Silver Beaver.
Is this a true interpretation of policy?
