No,that won't work.
The purpose of the National Den Award, as defined by the volunteers of
National Cub Scout Committee, (I was there...) is to "[create] an incentive
for a year-round, fun, quality program in the den..."
The central theme is year-round, not part-year-round. For the purposes of
this award, the Pack Committee does not define its year as Sept to May, but
rather as a Program 12 months of Sept to August, or a calendar 12 month
year of 1997 or 1998, or any 12 m
onths beginning today until 365 days in the future, or any other start-stop
method of defining a 12-month period.
The "A" requirement is not optional, it is 12 months, it is every month.
If a Pack or Den does not offer or support the stated requirements... Why not?
Remember, the National Den Award is designed as an incentive for a quality
program, not recognition for the sake of recognition. A quality program is
one that meets every month of the year. Less than that is... well... not
quality, but only partial qualit
