Troop J.L.T. - Info needed

I need the answer to a question on troop JLT-
In the BSA notebook with video - it appears that the SM is the only adult
present while conducting this training of the youth leadership. Everything
says SM does... with no mention of any other adults helping in any fashion.
I fully realize that this program is partialy to help build a working
relationship between the SM, SLP, and PLs, but by YP shouldn't there be a
second adult present?
If your troop has used this program how have you handled it? SM alone, SM
with another adult, SM with ASMs, or what???????
Other item that I also need is some answer to the question of
"Why do this at troop level when we have "Twin Arrows" that
the boys can attend?"
My answers have been that none of our boys are eligable for Twin Arrows
this year (age) and that it will help teach the leadership and "buzz words"
for use within the troop in preparing to go to Twin Arrows next year.
We have two ASMs (newly SMF trained) who feel troop JLT is NOT NEEDED
Please give me any reasons you use it or would use it--ANYTHING PLEASE!
