District Award of Merit after Silver Beaver

Is there any reason why someone who has the Silver Beaver award can not
receive the District Award of Merit?
Prior to my tenure in Scouting, a veteran Scouter in our district receive=
the Silver Beaver. At that same time, our local District Executive chang=
and so did several volunteers involved with the District Award of Merit. =
Consequently, the Silver Beaver was passed over for the District Award of=
This has become a real issue for the Silver Beaver. He remains involved
locally with both his Pack and Troop and has become very active with my d=
camp, Pow Wow, & roundtables over the last two years.
When I mentioned his name for the D.A.Merit, the current committee chairm=
told me that he can't get it because he is already a Silver Beaver. =
Is this a true interpretation of policy?
