The scouts in our pack "graduate" to the next level in May. So, this past
May the Bears graduated to First Year Webelos. However, the only activities
during the summer are pack activities and district activities. The dens are
not active except during the school year.
We have one Webelos who has completed all the requirements to earn his
Webelos badge. However, I have been hearing rumblings that when his
advancement is submitted at the next committee meeting this weekend it will
be denied because he has not met the requirement of being "active in your
Webelos den for three months". The reasoning apparently is that the Pack
does not have meetings during the summer (although they do have summer
activities) and the _DEN_ has only been _ACTIVE_ since September so the
earliest that he could earn his Webelos would be at the end of November.
I don't like this answer and do not think it is fair to this particular
scout. I am afraid that it will be a point of discouragement and
disillusionment for him if he is not given the award he has earned. This
scout is one of the more active in the pack. He earned his bear last year
in September and then went on to earn twelve arrow points.
He was as active as he could be during the summer participating in some of
the Pack activities and also the district Day Camp and also Fun with Son
Weekend. (In fact this is where he earned a lot of his advancement for
Webelos). If the Pack advanced him to Webelos in May shouldn't the time
clock start then even if the den was not active during the summer. This
scout was as active as he was allowed to be during the summer. Should he be
penalized because the pack and den did not provide him an opportunity.
In this case, what are we accomplishing by telling this scout he has not had
sufficient time in his den. He will continue, I am almost certain, to earn
activity pins for his compass badge and compass points (in fact he only
needs one more for his compass badge). He cannot earn his next rank (the
arrow of light) until next year anyway.
What are your thoughts on the time limit in this case. Should it start in
May when the pack graduated this scout to Webelos or in September when the
pack became active again after the summer. Also what are your thoughts on
what we would be accomplishing by not awarding this scout his Webelos
Advancement now but making him wait an additional two months.
