I have never heard of any requirement for a specific ammount of space per
scout. I have expierenced that in most troops the following occurs:
2 scouts to a Timberline 2 man
3-4 scouts to a Timberline 4 man
These both usualy require the pack stays outside, but if they'r small boys,
the packs actually do fit inside (I don't reccomend it though).
For long term camping, most troops use wall tents (Summer Camp). These
9'x8' tents are great for 2 with packs. Another common size is 9'x16'
which is great for 4 people. This includes cots and all equiptment.
