If what you say were true, a chartered partner could set up multiple unit=
(a cub pack, a troop, a varsity team, and an explorer post), pack the uni=
committees, and overwhelm the district committee.
Don't get me wrong, as a district advancement chair I would welcome
participation by all unit advancement committee members. However,
participation doesn't give them a vote on district matters. The by-laws
are clear that only chartered organization representatives and members at=
large have a vote.
