Indoors or out is irrelevant.
Persons, male or female, in UNIFORM -- ANY uniform, so far as I know --
covered or uncovered, do the fingers to the brow salute.
Persons, male or female, in civvies/mufti places their hand on their
left chest, over the heart area.
(Yes, I am aware that "any uniform" might actually covered Century21 real
estate agents, street cleaners, and others of that nature. However, the
Flag codes I've seen have all simply said "in uniform" without specific
reference to military uniforms...which the Scout uniform isn't in any event.)
