Whenever you are in a complete BSA Field Unifiorm or Dress Uniform, you
salute using the Boy Scout salute. When you are not in uniform, you place
your right hand over the hear - indoors or out has nothing to do with it.
If you are outdoors and not in uniform, you remove your hat and hold it
over the heart. Of course, you would not be wearing a hat (except in a
syangogue) indoors in or out of uiniform.
