first one question. does the Jamboree Shoulder Patch (JSP) include the
Jambo troop number as part of the patch? if so it would be confusing to
have some scouts with a different number then the rest.

In my council, Iroquios Trail, we consider the JSP to be an official
Council Shoulder Patch (CSP) and can be worn by those who went to the
Jamboree. The phylosophy is that once an official part of the uniform,
always an official part of the uniform. This is why no one gets after the
old timers that still wear the old kakhi uniform parts.
