I think not using the card is an act of laziness on the part of the merit
badge councilors and troop. I don't see why your troop does not use
Blue/Yellow Cards. These are required by national. You are also really
cheating the boys. The 1/3 of the returned card is the only proof the boy
has that he completed the badge. National does not care how fancy you
computer record is, if the boy does not have the card and there is a problem
with the council's records then he may be out of luck for advancement to
As far as changing the word discuss to write. This is not changing the
requirement at all. remember may essays ask students to discuss a statement.
The only time you would be changing the requirement is is it said verbally
