Council patch clarification

Greetings to all:
You've been a great rescouce in the past, and I hope you can once again
help us with a question that doesn't seem to have an answer(?).
At our last troop meeting, one of the Assistant Scoutmasters made a
comment to three scouts who attended the 97 Jamboree, and asked the
scouts to change their council shoulder patch back to the "regular" one
that is offered to scouts at the scout shop. Apparently, our council
gave new/special shoulder patches to those who attended the Jambo to be
put on their Jambo uniforms (also had jambo troop number). One of the
scouts commented that these special edition patches were "regulation",
and they were allowed to wear them with their regular troop uniforms.
Does anybody have any knowledge about this one way or the other, I would
like to able to solve this "delima" with everybody happy in the end.
