<As a new CC for a BSA troop, I'm still groping for understanding of some=
<of the policies of my local district and the national BSA. Help me.
I am sure you are correct. =
There is a problem I see with the 2 yr rule which is probably a local
guideline. A guideline of 12mo would still be stretching it in MY book.
The problem is having an approved Merit Badge Counsellor sign off and =
feel good about the scout's knowledge and ability for "X" Merit Badge. =
Any longer than about 6 mo you almost have to start over to do the boys
and the final counsellor any justice.
Above are my thoughts for mostly the book learning part of the "X" Merit
Badge. Some of the Merit Badges have "Dos" like (Campings) 1.5 mile =
backpacking hike or Environmental Sciences (Undisturbed EcoSystem =
Observation, or Archery (Hit those targets enough times).
Doing these "Did Its" needs to be documented someplace so that when the
scout decides to continue with the book learning part of the requirement=
he can still be approved in good conscience by the counsellor.
I would recommend that your Committee Advancement Coordinator get a =
handle on all partials. Then work with the Committee Program Coordinator=
or the ScoutMasters Program Coordinator and ideally the SPL, the PLC, =
the Patrol Leaders, or a Troop "Whatever" like Troop Merit Badge Leader.=
This person should schedule a way to get each partial to a complete.
The reason I noted this seemingly weird Boy position is because the SM =
can assign a boy a special troop job and this can serve him to meet his
leadership requirement for Star, etc.
Again this "Whoever works for your troop" should then bring in approved
councellors to get the boys caught up "toot sweet". Instead of using =
your Council's approved list you can use your "Troop Survey" of your =
adults and get some of them onto the approved list.
As for the "Scouting Library of Literature 70-080 call 1-800-323-0732
and order your Free (0$) copy.
Good Luck with those patches. Keep them going.
YiS, IMHO, and may we each attempt to live the SO,SL,SS,SM
