BSA Insignia Guide (good until 1999); I'll post some of the changes to the

It *could* since the Insignia Guide doesn't say that it cannot; however,
where would you wear it?? It is definately larger than the right pocket
dimensions, so it cannot be worn there; it cannot be worn above the right
pocket because NOTHING is allowed to be worn there (Cub Scouts don't get to
participate in Jamborees) except interpreter strips.

That's where I would have placed it, Jan....I would place it on the right
side of the patch vest or jacket, kinda like a letterman's jacket in high
