Sibling Care at Pack Meetings

Our pack encourages the entire family to attend our pack meetings. In doing
so this also includes siblings of our scouts, in most cases. Last year we
asked each parent to sign up for 1 meeting throughout the year to help with
the kids. At the beginning of the year this worked fairly well, but by the
end of the year either people weren't fullfilling their committment or they
didn't have the siblings go into the room.
Does anyone have any suggestions on how to handle this situation? We are
looking for any and all ideas at this point.
