This was discussed at length sometime back. I am sure there are new
members of the list who were not on at that time. The bottom line is that
the Advancement ... Guide states that there is no time limit other than
the 18 year age, and that is the policy. I, too, was under the mistaken
impression that local councils and/or camps could put a time limit on
merit badge "partials", allowing boys credit for work done only within a
time limit. Ours was one year. We now have the understanding that the
guide will be followed. Unless the specific badge requirements state that
something must occur within a certain time limit, a boy can work on any
badge over any length of time he chooses. We encourage our boys to finish
as soon as they can to keep the subject material alive in their mind, but
we cannot require a specific time limit.
