I totally agree. Each boy is an individual and advances at his own rate.
Even though a boy may be initially deathly afraid of the water, good
training, counseling and tough love will win the day. We do not help a
boy by aquiescing to his fears, but by helping him to overcome them or
act in spite of them. Mqany units are so hung up on advancement to raise
their Eagle count and to please parents that they forget the purpose.
There is no intended rate of advancement for everybody. No one is "held
back" because there is nothing to be held back from. When he is ready,
he will swim - and advance.
