>From "National Advancement Policies and Procedures" (#33088A, Revised
1997), page 9, Qualification of Counselors:
"Persons serving as merit badge counselors must be registered as a merit
badge counselor with the Boy Scouts of America. . . ."
"Register merit badge counselors by using the basic adult registration
form. All merit badge counselors must be approved by the council
advancement committee. Merit badge counselors are not required to pay a
fee if they are only registered as merit badge counselors."
So, the answer is that NO, they do not need to pay a fee. However, I have
been told that if no fee is paid they will not be covered by the BSA
liability policy and they won't receive Scouting magazine. I have not
confirmed either of these myself.
