Our Council doesn't require a fee and I think fees would be a major mistake.
I maintain a list of counselors for our city with over 60 counselors. It
includes local businessmen, teachers, several doctors & lawyers, a judge,

One of the reasons of the merit badge program is to allow Scouts to meet
community leaders they otherwise wouldn't have the chance to see informally.
I would not consider asking these people to pay for the "privilage" of
having kids calling them up and telling them they need a badge for court of
honor tomorrow ;-)
I'm just happy that all these people are willing to spend a little of their
time with the Scouts.
If my Council ever started requiring payment my list would go down by about
3/4 and they would be doing a major disservice to the Scouts.
Sorry to be so long winded but you touched a nerve.
