Bear Requirements q?

This issue came up in our Pack (771 Laguna Niguel, CA - Orange County
Council) When I was a DL. We resolved it in favor of accepting the
additional Achievement as an Arrow Point elective activity for what I
recall were the following reasons.
1. The activity had been performed a second time which we decided indicated
the Cub's interest and reinforced whatever learning the activity included.
2. Reconition of performing the activity motivates the Cub to do more in
the rank and in Scouting "The Pack helps the Cub Scout grow".
The issue seldom came up.
