The best that can be said is that exemption from local or state taxes is
a matter of local and state tax law (and custom). Although there may be
nation-wide concerns, each jurisdiction has it's own rules, so comments
from other jurisdictions are at best useful by comparison, and the ONLY
effective answers are from the local jurisdiction.
