Bear Requirements q?

A question for the Bear Den Leaders (and others in the know) on the list:
I am checking my Bear's books and have come across a shady issue
that I need some clarification on. (I have loaned out my leader's manual,
In the Bear book, the bear-to-be needs12 Achievements. Any
requirements that are completed and >not< used for the Achievement(s) may be
used as a point towards Arrow Points. On Achievement 10/Family Fun (do both
a and b for the achievement), my bear has done <a> (take a trip/museum) and
<b> (family make-it craft night). Okay, he gets the achievement. This is fine.
Now the question. Parent also has marked 10 <a> _again_ for an
arrow point for a second trip (zoo). Nowhere in the book does it say that
each trip counts as one. Is double dipping allowed? Can you get a Bear
rank >and< an arrow point for the same Achievement? This becomes a problem
later in the book, where the parent has checked off Achievement 12<a> twice
for family camping, once for Cub Scout Resident Camp (dad went) and once
for camping in a tent w/family. This is not fine.
I say no, what does the list say?
