religious exemption/use of facilities

I still need some help, if anyone has more information. I've included more
information, and clarified a few things:
The church in question is my own, and yes, they do WANT to let us use to
facilites. A large percentage of their youth are involved in Scouting; Cub
and Boy Scouts, in various Packs and Troops around the county.
No, we don't pay anything. And no, this particular church has never
allowed any political activites to happen within it's doors.
Warren Williams (bless him!) did some web research for me and came up with
California allows three types of "religious" exemptions from property
The Church Exemption, which may be claimed on property that is owned,
leased, or rented by a religious organization and used exclusively
for religious worship services.
The Religious Exemption, which may be claimed on property owned by a
religious organization and used exclusively for religious worship

Apparently, our church has been using the Religious Exemption, and the
county tax people say Scouts does NOT qualify under acceptable uses of the
