I don't think the amount is excessive.
I would however not blindly assume that the pack is
liable. But that needs to be clarified quitely without
arguing with the poor woman whose car got scratched.
I don't understand the legal situation, but maybe the
person who did it is liable and not the pack. Maybe nobody
When I get my car antenna ripped of from a professional
car washing business, they don't pay for it either.
Do you have a liability insurance? If your pack doesn't
have one, talk to your chartered organization. Give your
commissioner a call so he can find out whether your
council has an insurance. I wouldn't just use the insurance
to pay, but going through the insurance could verify
that the amount is reasonable, and, that you really are liable,
if you have doubts.
Do you have somebody in your pack which works in the
industry and could get the damaged car fixed?

Who is we? Our treasurer would never give out a single cent unless
approved by committee or cubmaster.
