You need to see your District Advancement Chairman about this. An Eagle
Board of Review need not be held before the 18th birthday as long as all
requirements, including the Scoutmaster Conference are completed. There
is no "troop board of review" for Eagle. There is only one. It is,
depending on your district's policies, sometimes done with troop
committee members with a representative of the District Advancement
Committee present, and sometimes done with a select team of community
leaders, chaired by the District Advancement Chairman. To get the full
rules and regulations governing this, you need to get a copy of
"Advancement Guidelines" from your local council service centr or Scout
Shop or directly from supply division in Pineville, NC. It's all spelled
out in there, and that is a much better source than this net. There is
no reason why he cannot have his Board of Review on his first leave from
boot camp. By the way, your troop committee cannot state that "they"
will not grant an extension of time. It's out of their hands now, and in
the hands of the District Advancement Chairman.
