Where's your Scoutmaster when all of this is going on?
As far as your brother is concerned, the fact that he *advanced* is a good
thing...no a great thing. He's not a "idoit". Every Scout advances at
their own rate and speed, and this is something that has been a part of
Scouting for years.

I would first sit down with your Scoutmaster and explain what's going on (if
he's not already aware of it.....)
As the leader of your Troop, you have some *uumph* that other boys in your
Troop don't have. Use it to get an appointment with that Assistant
Scoutmaster, the Scoutmaster and the Troop Committee Chair. Express to
*all three at the same time* your concerns and then excuse yourself and let
those adults "hash it out" between themselves.
Remember that the other boys in your Troop elected you to *represent them*.
Do so, in a respectful manner and after you've talked with your Scoutmaster.
