When we were at Philmont this past July, we learned the same thing. It was
especially troubling for us since one of my leaders was denied the
opportunity to go on trail because of the new rigid enforcement of weight
guidelines. He had reconciled himself to not going, but was hoping to
secure a slot for '99 and really be in shape for that trek. He was quite
disappointed when he was told the earliest dates were in 2000.

I agree, let's take care of Scouts FIRST.
